Something educators say they have to consider is that, unlike people more than 30 years old — and maybe even a little younger — today’s pre-university students don’t really know a world without rampant cellphone use. As Martin describes it, it’s a part of who they are — how they communicate, express themselves and function day to day. 

“A tool doesn’t begin to describe what it is to them,” she says. “They’re not separate from it and we are.” 

So Martin is attempting to make it an integrated part of the lessons, along with other technological tools such as iPads or similar devices. She has begun using QR code technology, which is simply a bar code in a box. Cellphones can read QR codes and take students directly to a website she wants them to view — a painstaking task when students have to type out long links. Scanning the code may also bring up text such as questions. 

“It fits so well with how they’re working and conducting their business in the world anyway,” Martin says.

Those cases have bruised confidence in expert networks in the United States, and some clients have stopped using the service for fear of falling foul of regulators. But in Asia, where regulators have yet to pay the industry much attention, the service is thriving — fertile ground where emerging market investors are willing to pay for inside knowledge on company supply chains, key personnel moves or regulatory shifts.
"The fastest sales process has been in Asia," said David Legg, managing director of Asia and Europe for Gerson Lehrman Group, the biggest player in the industry. GLG says it has tripled its Asia revenue in the past three years. Several local firms have also entered the market.

Expert networks are similar to dating agencies that match couples based on their compatibility criteria. They build a database of company executives, policy experts and academics, whose services are offered to investors interested in tapping this expertise. They make money by taking a slice of the fee the clients pay for talking to the expert.
Expert networks and hedge funds that Reuters spoke to said experts are paid anywhere from $300 to more than $3,000 an hour, depending on their area of expertise.
The networks don't say how much revenue they are generating. GLG said it has around 400 institutional investor clients across Asia, as well as clients at strategy consultancies, hedge funds, banks, companies and private equity firms.
The primary research industry, which is mainly expert networks but also includes some market research firms, was worth $466 million last year, according to Integrity Research, which monitors the independent research industry. Guinan said he knew it could take several months, so he waited it out. 
On July 26, Giunan said, he called Bank of America again. 
"They said that the charge was authorized by a signature and therefore was a legitimate charge," he said. "I stated that it clearly was not mine, but that didn’t seem to matter. The Bank of America representative said to go back to Verizon." 
So he did, visiting the Union store during the first week of August. 
Guinan said the manager was able to bring up Guinan’s account, confirming he purchased the phone case for $24.06. He said the manager was also able to view the $213.96 charge, and had access to the buyer’s name, address and phone number. 
"I received a copy of the Verizon receipt for the $213.96 purchase," he said. "Not only was the signature clearly not mine, but the phone number listed with the account was in no way connected to me." 
Plus, he said, the $213.96 was for a new cell phone — a phone no one attached to Guinan’s account has ever had. 
The manager gave Guinan a number for the Verizon fraud department. 
When he called, he said, he got a computer-generated message telling him to take the matter up with his bank. 
"So even though both Bank of America and Verizon have the phone number, name and account information of the person who charged on my account, neither wants to acknowledge fraud and reimburse me," he said. "All I get is sympathetic looks and shrugged shoulders from associates with both Verizon and Bank of America. I have been going around in circles for months."

A Yellowstone County Sheriff's deputy pulled over Chartraw's 2010 Mercedes Benz SUV and, after a drug-sniffing dog alerted there may be narcotics in the vehicle, Chartraw admitted to having a small amount of marijuana and nearly $15,000 cash in the car.

”Some of the text messages on the phone blatantly discussed prices for pounds of marijuana, smuggling bulk cash via the airlines, having bulk cash from drug proceeds deposited into bank accounts and dealing marijuana to Indian reservations in Montana,” the document continues, adding that distribution locations throughout Montana were discussed in the texts. 

The investigation subsequently revealed that Felhaber was the point person for Chartraw in Humboldt County, and that Felhaber would “bring together multiple growers at his home whenever Chartraw or one of his couriers would be arriving in California. (Felhaber) would have several individuals bring their marijuana to his home for redistribution to Chartraw or one of his couriers.” 

Chartraw and Felhaber had a falling out at some point when Felhaber reportedly sold Chartraw a vehicle but refused to turn over the title. As the five Humboldt County men await sentencing, they may be working with federal authorities. Their plea agreements provide for a departure from normal sentencing guidelines if they offer “substantial assistance” to ongoing federal investigations and indicate the men have agreed to cooperate. 

Federal authorities are also prosecuting several Montana men who allegedly helped distribute marijuana for Chartraw's network.

Weiner frequently grabbed a microphone to exhort the crowd, and every few blocks he hopped down to the street to shake hands. 

Republican Joe Lhota and independent candidate Adolfo Carrion Jr. also marched, as did the two comptroller candidates vying for the Democratic nomination: Manhattan Borough President Scott Stringer and ex-governor Eliot Spitzer. 

Spitzer and Stringer, who have waged an increasingly contentious campaign, spent much of the pre-parade breakfast within a few feet of each other but appeared not to interact.

There was a heavy police presence along the parade route, which has been the site of violence in recent years. Two people were fatally stabbed at the parade last year, and a man was shot to death in 2011.
